Standards & Policy Development

Designing and modernizing the full suite of standards governing Child and Family Services in Nunavut, grounded in Inuit societal values and aligned with Territorial and Federal legislation.

Scope includes:

  • Development and revision of all Practice Standards, covering investigations, placement, foster care, safety planning, and casework
  • Creation of forms, tools, templates, and guides to support consistent and compliant frontline practice
  • Specialized standards including Placement Priorities, Regular Foster Homes, Tuqłuraqtuq (Kinship) Services, Provisional Care, Critical Incidents, Case Management, and Legal Process Standards

System-Wide File Audit

A territory-wide review of Family Wellness files, including:

  • High-level summaries for senior leadership

  • Detailed reports for supervisors

  • Comprehensive regional analyses with actionable recommendations

Change Management & Organizational Transformation

Supporting the modernization of Nunavut's Family Wellness Division through a structured change management approach:

  • Integration of change management into policies, standards, operations, and system redesign

  • Support for organizational restructuring, including reprofiling positions and updating job descriptions

  • Strengthening governance, accountability, and system integrity

  • Development of business cases to advance system improvements

Strategic Planning & Implementation Support

Advancing the Department's Strategic Action Plan through:

  • Progress and outcome reporting
  • Development of indicators, monitoring pathways, and progress-tracking tools
  • Strengthened alignment between regional operations and system-wide priorities
  • Preparation of the Annual Director of Child and Family Services Data and Reporting materials

Residential & Family-Type Care Licensing Framework

Building Nunavut's full Licensing Framework for in-territory children and youth out-of-home care:

  • Complete suite of licensing tools (applications, checklists, audits, guides)

  • Licensing standards that are culturally grounded and aligned with Inuit practices

Foster Care Audit & Modernization

Enhancing foster care quality and compliance across Nunavut:

  • Development of a territory-wide foster care resource inventory and full file audit

  • Digitization of all paper files into the electronic system

  • Completion of home studies, annual reviews, criminal record checks, and required documentation

Investigation Capacity Support

Providing specialized capacity to enhance capacity for the delivery of investigation services:

  • Full file update in the newly implemented electronic file system,

  • Completion of all required collateral checks (schools, health, RCMP, community programs)

  • Preparation of closure-ready documentation and supervisory summaries

Statutory Director - Child and Family Services & Mentorship

Providing senior statutory leadership and mentorship across Nunavut's Child and Family Services system:

  • Acting in the capacity of Statutory Director and Assistant Director under the Child and Family Services Act

  • Providing direct support to territorial and regional teams, including case management oversight

  • Delivering leadership development, including a week-long conference and workshop series

  • Mentoring the incoming Statutory Director and senior leaders to strengthen system continuity and expertise
